          Foreword


          The text for this part can be found in the Stable  Implementation
          Agreements Document, Version  7, Edition  1, Special  Publication
          500-214, and contains the draft working text for MHS ISP AMH2n on
          Interpersonal   Messaging,  and   its  accompanying   explanatory
          documents.  It is retained there as a temporary placeholder until
          promulgation of the ISP is completed.  The ISP is included in its
          final  pDISP  editorial  form, without  additional  OIW  specific
