          Foreword

          The text for this part can be found  in the Stable Implementation
          Agreements  Document, Version 7,  Edition 1,  Special Publication
          500-214  and contains the draft working text for MHS ISP AMH1n on
          Common  Messaging, and  related  supporting  documents.    It  is
          retained there as  a temporary placeholder until  promulgation of
          the ISP is  completed.   The ISP  is included in  its final  DISP
          editorial  form, without additional  OIW specific notation.   The
