No. : D.4 Title : Special conditions for the lease of international (continental and intercontinental) sound- and television-programme circuits for private service Study Group : III - Tariff and Accounting Principles Version : Revised Date of adoption : 1992 Notes : Recommendation D.4 details the provisions applicable to leased international (continental and intercontinental) sound- and television-programme circuits and associated control circuits for private service. The provisions of Recommendation D.4 should be applied in conjunction with Recommendation D.1, except where specifically stated otherwise. Sound- and television-programme circuits provided on an occasional basis are subject to the provisions of Recommendation D.180. Provisions governing the technical aspects and maintenance of sound- and television-programme circuits are contained in the J-, M-, and N- Series Recommendations. The general principles as stated in § 1 of Recommendations D.1 and D.180, where applicable for leased international sound- and television-programme circuits, shall serve for Recommendation D.4. The Administrations concerned may agree upon additional principles, if desired. Recommendation D.4 is intended to cover the use of circuits for sound- and television-programme transmission purposes only, unless otherwise agreed upon by the Administrations providing the circuits. Recommendation D.4 includes an example of an international sound-programme connection and of an international television-programme connection involving a satellite circuit, precises the principles applicable to duration of the lease charging and cancellation, particularly in case of allowance for interruption. It also states the special conditions applicable to leased sound- and/or television-programme circuits (two-way circuits, interconnection, offered bandwidths, use of the vertical blanking interval).
