Recommendation D.45 sets out the general principles for charging and 
international accounting to be applied by Administrations for the 
provision of the international telemessage service. (See also 
Recommendation F.50.)

In determining tariff principles to be applied to this service, 
consideration should be given to the provisions of Recommendation D.5 
and the fact that collection charges are a national matter.

Recommendation D.45 precises the way for establishing the collection 
charges, the rules applicable to international accounting (accounting 
rate), to refunds and to service messages.
