No. : D.35 Title : General charging principles in the international public message handling service and associated applications Study Group : III - Tariff and Accounting Principles Version : Revised Date of adoption : 1992 Notes : Recommendation D.35 sets out the general principles for charging to be applied by Administrations for the provision of an international messaging handling service. Recognizing that requirements may vary among Administrations, it provides for some flexibility in the application of the charges. Charges to customers for international message handling services are the responsibility of the service provider and are a national matter. However, it is recommended to use of the following guiding principles: - Charging structures should be such that the originator of the message can easily comprehend the resultant charges. - The charges for processing, delivery, and transfer of messages to its customers is the responsibility of the destination administration management domain (ADMD). This is a national matter. - Recipient requested actions (e.g. message forwarding) are treated as separate transactions and are the responsibility of the respective destination ADMDs with regard to charging. Recommendation D.35 further indicates which are the charges for the basic services and for optional user facilities.
