The Administrations of the countries of Europe and the Mediterranean 
Basin in full exercise of their sovereignty, negotiate among 
themselves agreements for determining the accounting rate shares to 
be applied in their telephone relations.

Recommendation D.300 R, of regional application, sets out the 
principles for determining the accounting rate shares: evaluation of 
the three basic elements (line, switching and national extension); 
charging zones; calculation of distances (particularly in case of use 
of radio-relay links or submarine cables); standard rates for 
international accounting.

Recommendation D.300 R deals also with frontier relations.
