Recommendation D.116 provides charging and accounting principles for 
the provision of direct access to an operator in the country of 
destination (Home Country Direct service).

The service shall be charged:

     -	on the basis of the service used by the calling user (credit 
	card, reversed charging);
     -	according to the home country direct tariffs in effect in the 
	country of destination.

Recommendation D.116 also provides accounting principles (accounting 
rates and procedures).
